Budget 2023: “unprecedented” increase in appropriations for Education, Work and Solidarity

The government wants to increase by 12.5 billion euros, an “unprecedented increase of 11.4%”, the appropriations allocated in the 2023 budget to Education, Work and Solidarity, announces the Minister of Public Accounts Gabriel Attal in an interview to be published Monday in Les Echos.

“The Employment budget will in particular increase by 6.7 billion, in particular to finance the rise of apprenticeships, with a target of 1 million apprentices by the end of the five-year term,” he details.

National Education “will benefit from a historic increase (+3.6 billion) in its appropriations. The commitment of the President of the Republic to continue raising salaries will be kept and no teacher will enter the career at less than 2,000 euros net,” continues Mr. Attal.

The “regal bloc” including the ministries of Defense, Interior, Justice and Foreign Affairs are not left out, reassures the minister again, with an increasing budget of “6.1 billion euros”.

“A very important increase that we are assuming in order to meet, in particular, the commitment of a 3 billion increase in Army appropriations in 2023, but also the objectives of the Beauvau de la sécurité, which provides for the doubling of the presence of law enforcement agencies on the ground by 2030,” he says.

“The Justice budget will benefit from a new increase of 8%, after already two years of increase of the same amounts, in order to continue the recruitment of new magistrates and to respect the plans for the construction of new prison places,” he assures again.

As for the ministries of Environmental Transition, Territorial Cohesion and Agriculture, they “will have an additional 3.3 billion euros”.

On the other hand, Mr Attal does not provide any details on the savings projects that will have to be carried out to balance this budget.

“Public spending in the broadest sense will decrease by 0.3% in volume next year,” it says.

“Document (…) forecasts that the state budget appropriations will amount to 339 billion euros in 2023, i.e. a quasi-stability in value compared to the post-amending finance law level, and a decrease of 2.5% in volume. This will make it possible to meet the target of a deficit of 5% of GDP next year while financing our priorities,” he puts forward.
