For Carole Delga, “the local anchorage is the best dam against the RN”

The President of the Regions of France, Carole Delga, expects the government to grant the territories “the means to act” to “react to the confusion of the French”, convinced that “local anchoring is the best dam against the RN is”. Interview with AFP.

“This five-year term begins objectively very differently” than the previous one, which was marked by strong tensions between the municipalities and the executive, the PS President of Occitania acknowledges before the Congress of the Regions of France on Thursday and Friday in Vichy ( Allier).

President Emmanuel Macron received the main associations of elected officials at the Elysée Palace last week and pledged to review them twice a year, while Prime Minister Elisabeth Borne, who is scheduled to speak in Vichy on Friday, has already received them several times in Matignon.

The President “has learned from his mistakes (…) and there is now a need to work differently with local elected representatives with a relative majority in Parliament,” assures Ms. Delga, who expects that “these first intentions will be constructive work through deeds approved”.

– “We ask for proof of support” –

“We ask Ms. Borne to have the means to act to respond to the confusion of the French and to the ecological emergency,” she explains, recalling in particular that rising energy prices are undermining regional budgets, especially in transport and construction.

“In particular, the cost of fuel, which severely affects school transport, or the financing of the train, whose economic model is in jeopardy, while its development is essential to the fight against global warming.” For 2023, in terms of pricing railway, we can without an extraordinary foundation not hold,” warns the President of Occitania.

“We stand ready to do our bit, but ask for evidence of government support for a massive public investment effort,” she adds.

In the face of Economy Minister Bruno Le Maire, who calls on the municipalities to make efforts to restore public finances from next year, Ms Delga replies that “the regions have already done so” and, in passing, recalls that the public deficit “is over by government agencies” and not by regions whose “debts are under control”.

“I would like the specific financial situation of the regions to be taken into account. Our investments increased by 21% between 2019 and 2021, but so did our operating costs,” she points out.

“Unlike other communities, however, our allocations from the state in 2022 have fallen by 50 million. With this scissor effect, our ability to self-finance is less than two years ago,” assures the elected PS. “We cannot ask more of those to whom we give less”.

– “Leave the field” –

Ms Delga, who has made decentralization her passion since arriving at the head of France‘s regions a year ago, is hoping for “an important piece of legislation that will really create a revolution in the relationship between state and local authorities” during her five-year tenure. .

“We are waiting for a new era of decentralization so that we can have a reverse subsidiarity principle. In other words, if there is a problem, we first see if the local authorities can act,” she specifies.

But in the meantime, Ms Delga is arguing for “rapid action” in sectors such as employment, education, energy or even energy refurbishment and reindustrialisation.

In his eyes, a means of “fighting against social determinism, the glass ceiling”, but also against the advance of the National Rally during the presidential and parliamentary elections, especially in rural areas.

“Local anchoring is the best dam against the extreme right,” she affirms, citing the example of Renaud Muselier, ex-LR president of the PACA region, who won against an RN candidate thanks to the withdrawal of the left.

Following the PS’s disappointments in the presidential election, Ms Delga said she was convinced that this “anchoring can be useful for us in rebuilding our party. We have to start from scratch.”
