New week on the budget in the congregation, a first close result
Cahin caha, MPs will resume consideration of the 2023 budget on Monday as the government prepares to unleash the 49.3 constitutional weapon to force adoption of the revenue portion during an already socially fraught week.
The use of this instrument of the Basic Law seems unstoppable, given the lack of an absolute majority for the Macronists. Its possible use was approved by the Council of Ministers last Wednesday.
“We will undoubtedly have to fall back to 49.3, but contrary to what Jean-Luc Mélenchon says (in the margins of his ‘march against the high cost of living’, ed.), it will not be tomorrow.” Monday, Sunday evening insured Elisabeth Terminal at TF1.
There is much speculation as to when the prime minister will choose: Wednesday, the theoretical end of the debates in the plenary chamber, or even later? Tuesday is less likely, during the day of interprofessional “mobilization and strike” initiated by the CGT.
“I want the debate to happen,” she said. “Let’s go as far as possible,” Finance Minister Gabriel Attal had previously said, even if “the bill is getting heavier and heavier” over the course of the day, since last week’s votes already resulted in additional spending of 8 billion euros.
“It depends on how things go” with the opposition: “If things get a little tougher, or if we have a very big loss (in a vote, editor’s note), we should perhaps consider pushing things forward ‘ slipped it from a source within the executive branch.
The government has already been beaten many times: the main target of containing the public deficit to 5% of GDP in 2023 was scrapped, the “exit tax” for tax exile of entrepreneurs was reinstated, and tax credits were decided for all residents in Ehpad or for the energetic refurbishment of apartments.
The MoDem group, a member of the majority, has decided to increase the tax on “superdividends” even without government approval.
However, despite some spikes, no obstruction occurred, leaving the government unable to activate an unlock via 49.3.
– Manage multiple fronts –
Of the more than 3,400 amendments tabled, more than 2,000 amendments remain to be considered, starting Monday with Nupes’ proposal to restore the ISF. And big issues are yet to come, such as taxing “super profits” maybe on Monday, scrapping the CVAE, a business tax and even the energy tariff shield.
Social protest also weighs in the equation of 49.3. “It is better to solve the problem of TotalEnergies refineries” before government responsibility is jeopardized and confronted with the motions of no confidence announced by Nupes and RN, a government source explains.
The motions in question are almost ready and stand little chance of being passed – RN MPs will not vote “a priori” for the Nupes motion, their boss Marine Le Pen said. And vice versa for left.
In the meantime, the anger of some is growing: “You are therefore debating in vain on the national representation and will not keep the approved amendments. They therefore have nothing but contempt for the French and for democracy,” Ms Le Pen outraged on Twitter.
“The sovereign parliament makes laws. We want to know whether you are a co-builder,” PS boss Olivier Faure opened in the plenary hall and took the invitation to the “dialogue” from Economics Minister Bruno at his word. The mayor.
The government has the choice to table which version of 49.3 it wants, whether it keeps the amendments that were voted on or just table it. Talks are already going well to calibrate the text and Elisabeth Borne has to exchange views with the leaders of the three majority factions on Monday.
“The search for compromises will be brought to an end,” we are assured in the executive, in line with the “new method”.
The week will be long and possibly complicated again. The assembly should in principle start examining Secu’s 2023 budget on Thursday, with 49.3 expected there as well, as soon as the examination of the revenue part is completed, or even before.
