Redemption of RTT, TV royalty… The Nupes refers the matter to the Constitutional Council
Deputies of the left-wing alliance Nupes filed appeals with the Constitutional Council this Friday, August 5, against the two texts on purchasing power, denouncing measures contrary to “several constitutional principles” and “values”.
The first appeal, at the initiative of the Nupes intergroup, concerns the draft amending finance law (PLFR), “contrary to several constitutional principles”, according to a press release of which AFP had a copy.

Communists, socialists, environmentalists and insoumis pin the “monetization of working time recovery days (RTT)”, believing that the amendment constitutes a “budget rider” that has no place in a finance law and that, according to them, it should fall under “the censorship of the Constitutional Council”.
The “abolition of the audiovisual fee” is also pointed out since the proposed alternative financing scheme (allocation of part of the VAT) “does not allow, according to them, to ensure the security of financing of audiovisual establishments”.
The entire Nupes voted against the PLFR
The deputies generally denounce a law that “disregards the principle of budgetary sincerity because of the chronic and manifest undervaluation of revenue forecasts”.
In the chamber, the entire Nupes voted against this amending finance bill, which was finally adopted in parliament on Thursday.
On the other hand, only the LFI and EELV groups filed a second appeal with the Wise Men on Friday against the draft law on emergency measures to protect purchasing power.
In a statement sent to AFP, they believe that “several provisions of this bill promoting the development of fossil fuels”, such as the potential to reactivate coal-fired power plants and the commissioning of an LNG terminal, “constitute a serious and manifest infringement of the objective with constitutional value of environmental protection, common heritage of human beings, arising from the Environmental Charter of 2004”.
This Charter has been incorporated into the preamble of the Constitution since 2005.
During the examination of the text, the communists, the environmentalists and the insubordinates had voted against it but the socialists had abstained.
The Constitutional Council has one month to rule on these appeals.
