Véran suspects that an accused minister should not necessarily leave the government

An indictment against a minister should no longer be systematically worth leaving the government, said executive spokesman Olivier Véran on Wednesday, assuring that the keeper of the seal and the general secretary of the Elysée retained the “trust” of Elisabeth Borne and Emmanuel Macron.

Attorney General Eric Dupond-Moretti was referred to the Republic’s court this week, while Secretary-General of the Presidency Alexis Kohler was charged with illegal interest-sharing without having to leave his post.

“There is too much of a tendency to confuse charges and convictions,” said Olivier Véran to the press after the Council of Ministers. “Should we fire someone responsible because there is an indictment? (…) We think that’s not the case,” he added, emphasizing that an indictment should enable the facts alleged against a person to be clarified.

“The Minister of Justice has the Prime Minister’s full confidence to continue his work, the Secretary-General of the Elysée has received the President’s confidence,” the government spokesman assured.

When he ran for an initial five-year term in 2017, Emmanuel Macron said that if a minister were impeached, he should “in principle leave the government”. But this “principle” was not always strictly applied.

When asked about an inversion of the doctrine, Olivier Véran also said that there is “the question of principle” and that of “its concrete application”.

“You look at the charges, you look at the gravity of the case, in this case, whether in the file that concerns Mr. Dupond-Moretti or the file that concerns Mr. Alexis Kohler, the facts that are alleged do not appear to be of a magnitude to justify the exclusion of all forms of public responsibility and investment in the public interest,” he argued.

“Look at the number of charges leading to dismissals and acquittals. What do we say to these people who have been deprived of acting, of public service work, sometimes for two or three years?” asked Olivier Véran. before take-off: “Caution: the model drifts!”
